The main issue studied in this paper is the influence of the parliament on Russia's foreign policy decisions.It selects the “ought to” and “actual” perspectives to analyze the position of the Russian parliament in the country's external decision-making,and elaborates the parliament's decision-making process in the country's external affairs.The state of being and the actual state of affairs,and how it should be transformed from the supposed state to the actual state and its processes.The opening part of the paper,firstly introduced the political system of Russia and its proper status and position in the national power system.It is considered that the parliament's positional deviation in the national power system is the result of the parliament's decision in the national diplomatic decision-making process.In the core part,the paper analyzes Russia's foreign decision-making model,the parliament and the president,the federal government,and the judiciary as the country's foreign policy-making body,and considers that these four parts should play a role in the political practice of Russia's diplomatic decision-making.Actually,there is a large gap between the roles.The president is in a supreme position in the country's diplomatic decision-making.The parliament,the federal government,and the judiciary only play a supporting role in the president's external decision-making process,and basically do not fulfill the constitutional powers of foreign policy decision.However,through research,we have also discovered that from the infringement of the Yeltsin period to the negative use of power during the Putin period,the process itself is also a process in which the gap between the actual and the right of the parliament's foreign decision-making power is continuously narrowing,this is undoubtedly a kind of progress.Based on this,it can be predicted that with the opening of Putin's fourth presidential term and the need for the development of domestic democratic politics,the gap between the proper role and the actual role of the parliament in the national political and national external decision-making process will become wider.The smaller it is,the more important the role of the parliament will be.
