Study On The Employment Assistane System Of Urban Low-income Families In X City

Currently,China's social assistance work has achieved considerable success.However,there are many problems in the implementation of the rescue system.Since the government's implementation of the minimum living security system is mainly aimed at reducing the number of people living in poverty,so the main form is also focused on providing subsidies or granting minimum living allowances.To a certain extent,it inhibits the enthusiasm of the basic life of staff's employment and will allow them to create laziness and slackness.At the same time,it also neglects the status of the low-security target as the beneficiary of the policy.Therefore,from the perspective of urban low-income population,this paper takes x city as an example to discuss how the government should formulate and improve policies on employment assistance to enhance the re-employment capacity and level of the low-security groups.In view of this,the article analyzes the labor participation of low-income households in a certain area and the labor predicament,and finds out the reasons for the difficulty of labor.Therefore,at the end of this article,the author puts forward some suggestions on how to improve the matching degree of employment assistance and labor market,and thinks that the type of employment assistance should be optimized continuously.Provide employment assistance that is consistent with the characteristics of the recipients,and provide employment training and employment services in a targeted manner.With regard to strengthening the integration of relief mechanisms with the labor market,binding recipients in terms of work obligations,linking eligibility for assistance with participation in labor,and appropriately raising the threshold for assistance,strengthening labor awareness and introducing employers'mechanisms,strengthening the participation of labor-employing parties.With regard to the implementation of active labor market policies,efforts have been made to create a climate of social opinion on the re-employment of low-income groups,and encourage units to actively recruit low-income groups,improve laws and regulations and help low-income people to re-enter the labor market.In addition to guaranteeing the basic rights of the low-incomegroups,the establishment of a system of social assistance and the linkage mechanism of the labor market are more about guaranteeing their right to re-employment,helping them to improve their individual labor skills,return to the labor market and realize their personal values,thus promoting economic development and achieving social stability.
