Research On The Coordination Development Of The Urban-rural Minimum Living Security System

In1993, Shanghai took the lead in implementing urban minimum life guarantee system. Six years later, the state council promulgated the first legal system of social relief system in China--regulations on the subsistence allowances for urban residents, and then the urban low income system gradually began to be promoted and developed across the country. However, by2007, rural minimum living security system generally began to be established in China, which lagged far behind the establishment of the urban minimum living security system. As of the end of2012, approximately21.425million people enjoyed the townsman lowest life across the country. About53.409million rural residents were covered in the rural minimal needs, which were higher than that of urban low-income population. Under the background of "overall planning urban and rural development" in our country, it is imminent to break the urban and rural dualistic structure of minimum living security system, and it has very strong practical background and significance to deeply study the integration of urban and rural minimum living security system.On the basis of theoretical analysis, this paper analyses the theoretical construction and empirical of China and Tianjin as a whole urban and rural minimum living security system the theoretical construction and empirical by using the theoretical, empirical and comparative analysis. Firstly, this paper introduces the research background and significance of the lowest living guarantee of urban and rural integration, and presents the research ideas, research methods, innovation and deficiency. Secondly, this paper defines the concept of the integration of urban and rural subsistence allowances system, and discusses the relevant theories of urban and rural minimum living security system. Moreover, this paper overviews the current development of Tianjin urban and rural subsistence allowances system in detailed to provide some ideas for the overall measures. Then, in terms of theoretical and empirical aspects, this paper analyzes the necessity and feasibility of the minimum living security system in Tianjin by drawing lessons from international experience. Finally, according to previous analysis, this paper provides feasible suggestions and countermeasures for overall urban and rural minimum living in Tianjin.
