Since the enlightenment,liberty has become the natural right of citizens.The division of liberty has led to the emergence of different freedom items,and freedom of behavior is one of them.At the end of nineteenth Century,Hayek as the representative of the rising new liberalism,his interpretation on freedom of behavior is related to three basic theories:"the division of knowledge" thinks that human beings are in an "inevitable ignorance" of the state,and the state has become the reliance to liberty of behavior;"limited rationality" is the critical reason of abuse,and it infringes the freedom of behavior;in the "spontaneous order",the spontaneous formation of the rules of justice regulates people's behavior,the spontaneous market order guarantees the freedom of behavior.Hayek's thought that freedom of behavior is the inheritance and development of Scotland traditional concept of order,but also protection to the British traditional of liberty,his thought has some limitations inevitably,such as adhere to the British traditional Conservative liberalism and the rational excessive belittle etc.But it is undeniable that Hayek's thought that freedom of behavior also has its realistic meaning,and it has the important inspiration to China's socialist construction in the new situation,under the situation which plays a decisive role under the market,it should be the organic unity of market,government and the rule of law to make a useful contribution to the realization of the great rejuvenation of the Chinese nation.
