The emergence and dispersion of refugees is a hot and difficult issue in current international politics.It not only has to do with the internal political operations of the countries concerned,but also affects the political,economic,and social aspects of the country in which the refugees are dispersed,and thus constitutes a country and a country.An important part of the relationship structure.At present,the governance of refugees mainly relies on international organizations represented by the UNHCR and humanitarian security systems led by regional or sub-regional organizations such as the AU and IGAD.The refugee-exporting and receiving countries also play an important role.In recent years,the development trend of the African continent has been generally stable,but various forms of conflicts,civil strife,wars,and natural or man-made disasters have not yet been suspended.The resulting humanitarian crises have occurred from time to time.In the Horn of Africa,the war and security situation in South Sudan and Somalia remains severe.Coupled with the drought caused by climate change,the number of internally displaced persons and international refugees is increasing day by day.As a relatively stable country in the region,Ethiopia has become a destination or transit point for many refugees in neighboring countries.Somalia has been one of the largest refugee exporting countries in east of Ethiopia.The number of refugees in Somalia is now close to 900,000,and the number of refugees is still on the rise.The neighboring country,Ethiopia,is the world's sixth largest recipient of refugees.The number of refugees in the country is now as high as 790,000.Based on the history of the Somali refugees,this article analyzes the causes of the Somali refugees and highlights the status of the Somali refugees in Ethiopia,refugee policies,existing problems,solutions,and challenges in international governance.
