A Study Of Somali Refugee Governance In Kenya

The refugee problem has always been one of the major security issues concerned by the international community.The Somali refugee problem in Kenya began in the1990 s.Since the outbreak of the civil war in 1990,the domestic situation in Somalia has been volatile,coupled with successive years of climate disasters,resulting in a large number of refugees in Somalia.Due to its border with south central Somalia and its open border policy,Kenya has become a major receiving and transit country for Somali refugees,which poses a severe challenge to Kenya in terms of politics,economy,and security.However,the lack of improvement in the domestic situation in Somalia has also made it increasingly difficult for Kenya to solve the problem of Somali refugees in its territory,which has finally become a governance problem faced by Kenya in the process of development.Facing the severe refugee problem,the Kenyan government has introduced a series of targeted measures,including the issuance of refugee laws,the establishment of special refugee affairs departments,and the dynamic adjustment of refugee governance in different periods.These policies and measures have,to a certain extent,safeguarded Kenya’s national interests and safeguarded its domestic security and stability,but they still have not solved its governance problems.There are still a large number of refugees in Kenya.As far as Somali refugees are concerned,although the policy has guaranteed some of their rights and given them some protection,there is still a dilemma that their needs cannot be met.The conflict of interests between the two sides,the policy orientation of the Kenyan government to restrict Somali refugees and the restrictions of developed countries on the entry of Somali refugees have all made the refugee problem in Kenya worse and worse,and finally become a difficult problem requiring long-term governance.To solve the somali refugee problem faced by Kenya requires not only Kenya’s efforts,but also the stability of Somalia,the refugee exporting country.The fundamental to governing the Somali refugee problem is to rebuild the country and restore social stability.At the same time,the attitude of international organizations towards Somali refugees also has a profound impact on Somali refugees in Kenya.Therefore,only with the full cooperation of all parties can the governance of Somali refugees in Kenya be solved in a long-term way.
