Research On Government Supervision In Urban Public Utilities Franchising

Urban public utility,as one of the important signs of urban function,is closely related to the daily life of urban residents.At the same time,urban public utility as a public product,have the characteristics of not only non-exclusive,non-competitive,but also natural monopoly,public welfare and so on.After the new China established,everything was in a period of reconstruction.Because of the low level of economic development and urbanization,urban public utility was funded by the government for a long time.The government not only plays the role of a constitutor,executor and supervisor,but also an operator.With the turning point of reform and opening,the all-round role of government has been impacted.Some fields monopolized by the government began to accept social capital,and the market gradually played a dominant role.Under such a background,the government realized that they must change its ideas and functions and encourage social forces to play a key role in the reform of public utilities.However,as the reform of public utilities have only gone through several decades,the government still retains its previous understanding of its own role.Moreover,the lack of public utilities laws,regulations and the current imperfect regulatory system,which seriously restricts the development of public utilities.Based on the method of literature research and case analysis,I selected the first market-oriented reform of the city in China-Shanghai as a research object.By combing the current situation of government supervision of the Shanghai waste disposal industry,analyzing the government supervision system,I can explore the current Shanghai government supervision problems in the waste disposal franchise which is confusion of government bodies,unclear supervision functions,lagging supervision laws,lacking of supervision support,unitary supervision means and so on.By analyzing the different supervision models of the Kingdom,US and German and summarizing experience,it can provide more reasonable and feasible suggestions for the improvement and perfection of the government regulation system of franchise in China.
