The system of labor remuneration for prisoners is an important part in the labor transformation of prisoners.The system of labor remuneration for prisoners has recognized the proper value of labor for prisoners.The United Nations Rules on the minimum standard of treatment for the treatment of prisoners explicitly require that members of the United Nations ensure the establishment of a fair and reasonable remuneration system for prisoners.The seventy-second article of the prison law of the People's Republic of China also defines the right of the prisoners to enjoy the remuneration of labor.As a ministerial civilized prison,Quanzhou prison gradually establish and improve the system of prison personnel labor remuneration,through the establishment of prisoner labor reform the assessment index,and to develop a series of measures for the administration of labor remuneration,promote the work enthusiasm of the inmates,the effective protection of the labor rights of prisoners.However,from the actual situation,there are still many shortcomings,such as the lower level of the legislation of the system of remuneration for the prisoners,the lack of standard law enforcement and the absence of supervision.Through the analysis,the author believes that the lag of the concept of execution,the obsolete concept of law enforcement personnel and the failure of the prison and prison enterprise system are the main reasons.From the perspective of system improvement,the author puts forward measures to improve the labor remuneration system of Quanzhou prison staff in a timely manner.Including the labor remuneration of inmates to determine funding channels and extraction ratio,determine the amount of compensation standard for payment of prisoners,prison staff unified assessment of specific labor conditions,reasonable and effective allocation of prisoners paid use,improve the professional quality of the prison law enforcement and law enforcement ability,standardize the prisoners' compensation procedures.On the other hand,strengthen internal and external supervision system,clear the main role of judicial supervision of procuratorial organs,establish and improve the prisoners' rights infringed to seek judicial help system suggestion,in order to improve the actual Quanzhou prison system personnel labor remuneration help.
