Currently,our country has entered ‘deep-water' zone of reform,and the social disputes outbreak intensively.It has become the top priority for current primary-level social governance to relieve and solve social disputes,build up scientific dispute-solving mechanism and solve various disputes in primary levels.This paper takes multi-agent dispute-solving mechanism as the research subject.From the perspective of public management,it comprehensively applies theories of collaborative governance and new public management to analyze multi-agent dispute-solving mechanism.This paper uses documentary research method,case analysis,and field investigation and takes Nan' an,Fujian as an example.It starts from the current condition of multi-agent dispute-solving mechanism and elaborates the agencies and their coordinated relationships of the multi-agent mechanism,the operating mechanism,the guarantee mechanism and its characteristics,and finds out the problems in the practice,like the insufficient social anticipation of agencies in the dispute-solving mechanism;he industrial and professional dispute-solving organizations are formalism;and the evading responsibilities,low reacting speed and shortage of mediators in the operating process.Besides,it analyzes reasons of this problem from cognition,operation and guarantee.The reasons include low cognitive degree of multi-agent cooperative governance;the insufficient recognitions of relevant agents;effects of interest and fragmented system;lack of industrial and professional dispute-solving procedures;unqualified capabilities of cooperative governance;the shortage of working staff,expenditure and technological guarantees;imperfect appraisal and supervision system;shortage of innovation,etc.Finally,according to the reality,it sets forth suggestions on optimizing cooperative dispute-solving mechanism in primary levels from strengthening cooperative governance consciousness,improving cooperative capabilities and strengthening mechanism guarantee.
