Study On The Policy Coordination Of Opening Government Data Within Regional Governments

Nowadays,opening government data will be of importance to China.The opening of government data is an effective way to improve the information construction of our government and ease a series of problems such as “isolated information” and “data chimneys” among government departments.Since the State Council issued the “Program of Action for the Promotion of Big Data Development,” the regional governments in China have responded positively and have successively issued policy documents about opening data so that they can be put into the construction of government data.This article starts from the concept of policy coordination and uses as the research sample(44 samples)of opening data policy document and issued by 18 local governments in China.The research method of this article is the literature analysis and quantitative analysis.First,there is the analysis framework of opening government data.The analysis framework will proceed from the dimensions of vertical policy coordination and horizontal policy coordination and analyze the research sample.Secondly,according to the policy document of opening government data issued by the State Council and make a quantitative handbook.This handbook is make-up of “policy strength”,“policy targets” and “policy measures”.In order to perform quantitative analysis,the three parts of this handbook will be structured and assigned.Finally,we use literature analysis and quantitative analysis to analyze the results and provide some suggestions.The study found that the policies of opening government data in China are lack coordination.From three aspects can be drawn.First,although policy documents about opening government data from eighteen governments in terms of "policy strength" are similar,there are generally differences in "policy targets" and "policy measures".Second,in the vertical policy coordination dimension,there are differences in the “policy targets” for opening government data.Third,policy documents about opening government data from provincial district are more specific and comprehensive than regional district and that the main points are mainly reflected in the "policy goals" and "policy measures." In conclusion,we suggest that the government should formulate government data open policy from the perspective of top-level design.The suggestions is divided into the following six aspects.Building the overall goal of the government data policy,clearing the responsibility of each sub-goal,strengthening the concept of collaboration among government departments,unifying the standard of data open,coordinating government data opening policy measures and building a cooperative model between government and society.
