| With the rise of regional economic entities in the urban agglomeration,the r elationship between regional horizontal governments has become increasingly clos e,and gradually from economic cooperation to politics,culture and society,gove rnment,market and society play their respective functions.Public policy as an i mportant tool and means of government governance society,horizontal cooperatio n and cooperation between the government is also inevitable to policy coordinati on.The top-down political power allocation and horizontal parallel inter-governm ental competition relations provide an analytical framework for both vertical and horizontal lines.The policy phase provides a consistent policy phase in the same degree of isomorphism among policy subjects.Horizontal inter-governmental policy conflict,the local government local prot ectionism and inter-sectoral "free-rider",etc.,have caused the inefficiency of hori zontal intergovernmental cooperation.Policy coordination relied on top-down verti cal power and horizontal Parallel to the spontaneous mechanism of cross-administ rative division of cooperation,to strengthen the unity of the agenda,the fairness of the program design and the implementation of the normative and other aspec is of coordination,so as to regional synergy in the form of external issues inter nalization,and thus reduce Transaction costs,to achieve horizontal intergovernme ntal governance of the synergy and integrity.Based on the theory and the interests of the government,this paper studies the status quo of the policy coordination mechanism between the governments of our country at the theoretical level,analyzes the policy coordination and imple mentation coordination,draws the difficulty of the horizontal intergovernmental p olicy coordination,to explore the horizontal policy coordination model and puts f orward how to establish the intergovernmental Consensus,institutional and platfor m construction and procedural operation of the way. |
