Finding Value Conflicts And Realizing Public Value In The City Management Of Street Vendors In China

With the increasing growth of the urbanization in China,problems arise.The interest conflicts among government,residents and street vendors in city management of street vendors are prominent,which reflects the value differences and conflicts among the stakeholders.So it is essential to do the research on how to reconcile the value conflicts and realize the public value in city management of street vendors.The study states the current situation of city management of street vendors first.After knowing the representative management patterns all over the world and the reality conflicts,the concept of sub-value is put forward to divide the stakeholders' values into five affiliated values including political values,economic values,social values,cultural values and environmental values.By using the affiliated values,the value requests and the contradiction among the stakeholders can be clearly analyzed.Then,by citing the example of city management of street vendors in Hongshan District,the study explores the value requests in practice by using the methods of in-depth interview and questionnaire.It finds that the achievement of public value needs the contribution among government,residents and street vendors.Especially,the government should be the leading role.According to the example and the strategic triangle,the criteria and the content of assessing public value can be acquired basis of the intersection of the value requests.And the public value can be realized under the circumstances that the government plays the leading role with the support of street vendors and residents.Finally,the measures about realizing public value are put forward.And there are three suggestions for the government who need to play the leading role in city management of street vendors,which can have good impaction for city management of street vendors.
