| Along with our economy's downward pressure and advancement of urbanization in China,A large number of rural surplus labor and urban laid-off workers became street vendors.The scale of street vendors continues to expand.On one hand,it increases city employment and provide convenience to the residents,on the other hand,it also brings problems to the city's environment,traffic,food safety and so on.So our local government departments start to take drastic measures to let the street vendors disappear,but it didn't have any effect.However the measures taken have aggravated social contradiction and conflict.Our local government become to realize that guidance is the only way to solute the problem.Although street vendors guidance policy can effectively reduce negative effect and resolve the conflict between street vendors and the city.But not every guidance can achieve good results.How to improve guidance effect has become the primary problem in today's city management work.We take the street vendors in Wuxi new area for example.We discuss ten factors of street vendors' personal characteristics,family characteristics and operating characteristics.The results are as follows,the gender,the age,the education level,the residence permit,the labor proportion,the operating income proportion,the operating age all have significant influence on guidance policy of street vendors.Based on the empirical results,we give the suggestion below:(1)Guide the older and female vendors first.(2)Increase the intensity of persuasion,encourage the low education level vendors to manage in order.(3)Do a good job of managing the floating population,and forward the reform of the household registration system.(4)Site selection should be scientific so that the street vendors can maintain their income.(5)Change the traditional governance model and encourage competent and reputable vendors to join management.(6)Increase the policy support for low-income families in the vendors.(7)Broaden the channel of low education. |
