Research On The Construction Of The Rural Grassroots Party Organization Since The 18th Party Congress Of China

The rural grass-roots party organization is a strong fighting fortress that propagandizes the Communist Party of China in the following aspects: its opinions and decisions on the countryside,leaderships of the rural governance,uniting and mobilizing the rural masses,and promoting the rural reform and development.The ruling ability of rural grass-roots party organizations affects the reform,development and stability of rural areas,as well as the realization of the strategy for rural revitalization.Since its establishment,the CPC always attaches importance to the construction of rural grass-roots party organization.From the Eighteenth National Congress of the CPC,the Party has paid higher attention to the construction work by issuing a series of policy regulations on the rural party organization so that significant guidance and direction are provided to the construction of rural grass-roots party organization under the new situation,and extends "comprehensively strengthen Party discipline" to the rural grassroots,sends task forces and "first secretaries" to poor areas.Meanwhile,general secretary Xi Jinping also has made vital instructions to the party building in the countryside,pointing out that the party organization's leadership in rural areas should not be shaken,and the role of its combat fortress should not be weakened.Meanwhile,to consolidate the ruling foundation of the party,the CPC must comprehensively improve the rural grass-roots party organization's cohesion,combat effectiveness,leadership and appeal.It is necessary to persist in problem orientation,strengthen strategic awareness,focus on top-level design,and continuously improve the construction level of the rural grass-roots party organization.Since the founding of the CPC,all previous CPC leaders have attached great importance to the construction of party organization in rural areas.Party members of the CPC,under the guidance of marxism building thought on grass-roots party construction,have carried out the party's policy in the rural areas in every step by combining with each historical stage of the task of the party.They summarized a series of theories about the rural grass-roots party organization construction thought on the basis of practice so that valuable theoretical basis and practical experience have been provided for the construction work.Since the Party's 18 th National Congress,Chinese Communists,with Comrade Xi Jinping as their chief representative put forward a series of new ideas,new ideas and new strategies have been proposed for the construction of grassroots party organizations in rural areas about how to effectively give play to the role of party organizations as fighting fortress and the role of party members as vanguards and models in focusing on the new direction of the new type of urbanization,the comprehensive deepening of rural reform,and the overall goal of modernizing the country's governance system and governance capacity.We have achieved a series of great achievements in the thought construction,the style of work construction,the organization construction,anti-corruption construction and system construction and so on.By doing so,a solid organizational guarantee is provided for the rural reform and revitalization.However,we have a long way to go in the primary-level Party organizations in villages building with the deepening of reforms,various new situations and new problems have emerged.through the investigation of Chengdu constriction situation in the rural area,we found that the rural party organization construction in China is also faced with many problems to be settled urgently despite of its achievements,such as soundness and nonstandard set of some rural party organization,weak and laxity of rural party organization,low comprehensive quality of party and government cadres and party members and the lack of basic guarantee of rural grassroots party building.In response,the people made higher demands on the construction of primary-level Party organizations in villages at the 19 th National Congress of the Communist Party of China: We will work to ensure that primary-level Party organizations in villages play a key role in communicating the Party's propositions,carrying out the Party's decisions,overseeing community-level social governance,uniting and mobilizing the people,and promoting reform and development.In doing so,we will focus on improving the organizational capability of primary-level Party organizations in villages and give priority to enhancing their political functions.In order to better solve the issues and challenges facing the construction work and to implement the new arrangements and requirements of the Party Central Committee for rural grass-roots party organizations,and to achieve the goals of rural reform and rural rejuvenation,we must continue to uphold and improve the party's leadership over rural areas and Strengthening primary-level Party organizations in villages by the following measures: ensuring the core position of the party's leadership by improving service ability of grass-roots party organization in rural areas;being a good leader of the Party construction in rural areas by carefully choosing,cultivating,using,and administrating the leaders of rural grassroots party organization;intensifying the fighting force and cohesion of the party organization by strictly consolidating the construction of party members in rural areas;consolidating the party's governing base by providing more basic guarantee for party building in rural areas;taking proper measures to solve practical problems and giving a core role play to the party organization in rural areas in the process of problem-solving.
