Constructing An Effective Mechanism Of "Don't Dare,Unable,and Don't Desire To Corrupt"

Corruption is a social cancer and a common enemy throughout the world.Since ancient times,numerous examples show that corruption impedes economic development,disrupts political stability and erodes social norms.Based on this understanding,the issue of corruption has become a major threat to economic development and social stability.Opposing corruption has also become the top priority for governing the country by the world in various countries and should not be underestimated.Since the establishment of our party,we have always been very focused on corruption issues.Even after the Party's 18 th National Congress,corruption issues have received unprecedented attention.The Party Central Committee is also constantly advancing China's clean government building and anti-corruption efforts with a high sense of historical responsibility,firm anti-corruption beliefs,and the spirit of daring to play the part.However,while achieving remarkable results,we should also face the grim situation of anti-corruption.Corruption is still highly prone to happen in some areas.The anti-corruption road is still long and winding.Based on this,it is an urgent matter to establish an institutional mechanism that "dare not rot,cannot rot,and does not want to rot." First of all,this article outlines the theoretical understanding of this "three no rot" mechanism,and expounds the proposing course,specific connotation,internal logic and important meaning of the theory of "three no rot".Then,based on the status quo and effectiveness of the current progress in building a clean and honest government and fighting corruption,the study explored the practical exploration,effectiveness and existing problems in the construction of "three no rot" mechanisms.At the same time,This article also selected some of the top countries and regions in the world for clean corruption index to learn and absorb their successful experience of corruption control.Finally,through practice summarization and theoretical analysis,the construction and operation of anti-corruption measures and the mechanism of “three non-corruption” were carried out from the perspective of continuing high-pressure anti-corruption,perfecting and improving the anti-corruption system,adopting various supervision methods,and improving the ideological and moral construction of party members themselves.Put forward effective proposals to achieve a clean and honest politics.
