Study On The Loan Guaranteed By Land Benefit In Jilin Province

Loan guaranteed by land benefit(Hereinafter referred to as “the Loan”)is an important measure carried by Jilin Financial Office throughout Jilin province and it is also a product of financial innovation that meets the needs of the development of rural economic.The Loan,occurred by setting up a financing company secured by rural property rights and using corporate guarantees instead of the traditional property rights guarantees,extended beyond the restriction of mortgaging management rights of contracted rural lands,increased the value of rural lands,changed rural assets to capital,activated fund circulation function of rural lands.The Loan made great success since its pilot work in Lishu county in 2012,however,problems were emerging in practice at the same time.The essay selected four county level rural property rights secured financing companies from Changchun,Songyuan,Siping and Baicheng city and analyzed the Loan in these four counties.This paper based on Lishu pilot project and the analysis above,discussed the condition of the Loan in Jilin Province.This paper divides into four parts,the first is the introduction,which introduce the background,significance and research method of this paper.The second part is the overview of the condition of the Loan,which discussed the economical background,the necessity and feasibility of the Loan,addressed the definition,product mode,transaction flow and innovation point of the Loan.In the third part,this paper analyzed the current situation of the Loan in Jilin province and pointed out the existing problems from five aspects.In the last part,this paper gave its own advice to improve the Loan from three aspects according to the author's experience,in order to help the improvement to the Loan in Jilin Province.
