Study On The Government Single Subject Supervision Of The Road Passenger Transport Safety In Shenzhen

Road passenger transport generally refers to the use of large(medium or large)buses on the road to enable passengers to achieve displacement of a transportation mode,is one of the people's daily travel mode of transportation.The road passenger transport industry is the main man-made industry;its security issues related to the safety of people's lives and property,public safety is an important component,the need for effective government supervision on the safety,in order to avoid the disadvantages of pure profit of the market competition.However the limitation of the single government supervision,Shenzhen city road passenger transport industry security issues more prominent,an average of 11 accidents have occurred in the last five years,and an average of 1 death per accident,the production safety situation is not optimistic.Through the research methods of literature research and interviews,starting from the theory of governance,through a comprehensive discussion of current Shenzhen city road passenger safety supervision,analyzing the problems currently existing single industry by the government supervision,widely collected from the industry department in charge of production and business units,associations,etc.multiple units the main body of the typical case and interview materials,Shenzhen city road passenger safety supervision Multigovernance established by the perspective of multi center governance theory,in order to safety as a common goal to establish industry governance grid,provide a useful reference for the practice of supervision of the government,to further promote the transformation and upgrading of the city road passenger transport industry,to provide safe and high quality the travel service for the masses of the people.Through research and analysis,this paper sums up the existing safety supervision in Shenzhen city road passenger transportation problems,and the reasons are analyzed: one is the government,enterprises and employees in the vehicle supervision are "vacancy" phenomenon,the main reason is the legal level surface is not clearly defined and the policy of the one-sided understanding;the two is the government in enterprise,vehicle safetysupervision on the existence of "offside" phenomenon,the main reason is the starting point of surface supervision is not enough,the government with limited resource allocation methods containing passenger transportation enterprises;the three is the government in enterprises,vehicles and personnel safety supervision are the "wrong" phenomenon,the main reason is the responsibility of the surface boundary is not clear instead of the exemption of duties,and establishment of grass-roots work out policies.But the main problem of the existing Shenzhen city road passenger safety supervision is the government supervision of single subject;the limitations of the government cannot avoid the single supervision,safety supervision mode only by exploring Multigovernance,can provide some new ideas for the supervision of the industry.Therefore,on the basis of administration theory,combined with the Shenzhen city road passenger transport industry practice,the author tries to establish a government led road passenger transport multi-governance security supervision and management,mainly refers to the subject including government,production and business units,the third party organization and passengers,according to their different roles to safety supervision and management work participate in road passenger transport industry.The government mainly through the legal system and policy guidance to play its leading role in the macro;production units mainly use the elimination mechanism of survival of the fittest market,through the establishment of credit system and other means to implement the main responsibility for safe production;the third party mainly refers to the industry associations to play a good news and media supervision,restrict the public right of passengers is mainly as the industry advantage;consumers play a wide range of advantages and make up for the lack of supervision and other regulatory bodies,to jointly build a road passenger transport industry Multigovernance regulation.
