This paper, under the environment of market economy, has a systematical study on the development situation, characteristic of our country's road passenger transport market, and its problems and historic stages. It points out the critical management task of the current road passenger transport line that is to conduct the effective change on the approved entry into the road passenger transport market. Hereinafter it generalizes the advantages and disadvantages of the present three-level road passenger transport market management system, and also makes an introduction on the foreign country's merits of the road passenger transport development which we can learn from. Based on this, it puts forward to set up our own market-oriented road passenger transport management system. Its general principle is, according to the development level of the local road passenger transport market and the social economy, to adopt different management styles in terms of different local situations, meanwhile meeting with the concrete principle of the combination of opening and management, rationality, fairness and opening. Its specific content is, on one hand, to perfect the entry management of road passenger transport market. That is to say to conduct forcefully the qualification of management of the enterprise's operation on the road passenger transport and introduce actively the free competition rules of the road passenger transport in the local places where the local condition can meet with the general content And on the other hand, to perfect the management of resource allocation of road passenger transport line, that means to perform moderately the system of inviting and entering a bid on the road passenger transport's operating rights and remain the administrative examining and approval system on road passenger transport.
