Since ancient times,personal information has been collected,transmitted,processed and used.In ancient society,due to technology,the collection and processing of information was mostly passed from person to person,and most of the personal information was collected for management of the government.It has lower levels and fewer numbers on collection and processing of personal information,so the social problems caused by the disclosure of personal information are not prominent.However,with the invention of computers,advances in Internet technology,and the development of commercial economy,the collection of personal information has also been expanded from the government to the business organizations.The utilization of personal information is not only for the convenience and management of government,but also for the commercial disposition.The propagating speed of personal information is also quickly.On the one hand,it brings enormous business opportunities and promotes the economic growth,but on the other hand,it also makes the personal information use,collect and trans miss illegally which disturbs the social order and becomes a major hidden danger which endanger the safety of the informational society.Therefore,it is vital to carry out the legal protection on personal information.This article embarks from the scope of personal information,and layered method of personal information.It bases on the necessity of hierarchical protection of personal information,basing on the analysis of the actual state of legislation in the protection of personal information and legislative defects and puts forward the feasibility of personal information protection,including domestic social basis,legal basis and the foreign experience for reference.It selects the essence and discards the dregs.Finally,this paper combining the characteristics of the personal information itself and the specific conditions in our country,we construct the legal system of hierarchically personally informational protection,in order to provide new ideas for the protection of personal information of our civil law.
