Optimization Of Emergency Mechanism For Public Rental Housing From The Perspective Of Trust Relationship

Under the policy background of the governance power sinking and the management center of gravity moving down in China,the emergency management gradually develops in depth,and emergencies have presented fine trends from the state to the city and then to the community.The public safety of the community sustains the safety and well-being of the people in the community and affects the harmony and stability of the community.Therefore,the community emergency is the focus of the grass-roots emergency work.In July 1998,the State Council issued a notice to deepen the reform of the urban housing system,marking the end of the era of physical distribution of housing and the advent of the era of housing distribution monetization.AS the rapid development of the real estate industry,commodity housing prices by leaps and bounds,many residents are facing a serious purchase pressure.In order to make all the people "live and live," in 2010,"the Guidance Opinions on Accelerating the Development of Public Rental Housing" set off a nation-wide wave of public rental housing to solve the problem of housing difficulties for middle-low-income groups in cities.With the use of public rental housing,a new type of community,public rental housing,has also emerged.The public rental community has strong population heterogeneity and large mobility.Gradually,the places where low-middle-income groups converge are the major difficulties for the emergency management of urban communities in China.The emergency work of the public rental community is related to the stability and development of the entire city.Under this background,it is urgent and important to study the emergency response mechanism for public rental housing.Chongqing has achieved remarkable results in the construction of public rental housing.The total amount of housing construction for public rental housing and the scope of the protection group are all in the leading range in the country and have a certain degree of representation.Therefore,this article will take Kangjuxicheng community,the early construction of Chongqing,as a typical example,from the perspective of social capital,based on the community trust relationship to study the public rental community emergency mechanism.Through questionnaire surveys and interviews,this article aims to understand the emergency response mechanism of the residents of Kangjuxicheng community and the residents‘ trust status of the main contingencies in the community(community neighborhood committees,property companies,housing management center,voluntary organizations,neighbors,friends,etc.).SPSS software was used to analyze the trust values of various entities in natural disasters,accidents,health and safety incidents,and social security incidents.The trust status of Kangjuxicheng community in emergencies was observed from the three dimensions of information sources,expected responses,and action support.The study found that: Kangjuxicheng community has scattered main bodies in the emergency network;the number of network connections is small;the level of emergency coordination is low;the community's general confidence is low;the emergency cost is high;the reciprocity norm of the community has not yet formed;and the emergency participation force is insufficient.Therefore,this paper proposes that we should change the concept of emergency to resolve the dilemma of collective action.Then we must cultivate community social capital from the aspects of optimizing emergency network,strengthening community trust,and forming community reciprocity norms.Finally,a community emergency comprehensive coordination mechanism was constructed based on the trust situation of Kangjuxicheng community,and an information exchange mechanism and emergency response mechanism based on the trust relationship were established.
