Study On The Community Emergency Management Of China From Sudden Public Events Perspective

The human society is developing in a high speed that people cannot imagine.Company with the development,various of risks are constantly testing the ability of public crisis handling of our society.Dealing with all kinds of emergent event is not only the responsibility of the government.The enterprises,public organizations,and even individual citizens are playing their different roles in public crisis emergent events.No mater government departments,enterprises,communities or individuals,can be divided into a community according to certain classification criteria.The community and people who live in are the most direct stakeholders in all kinds of emergencies.This paper consists five chapters.The first part introduction elaborated the background and significance of the study of community public emergency management,introduced the research ideas and methods of the paper,and briefly introduced the relevant research also.The second part is related concepts and theoretical basis.In this part,the connotation and extension of several core concepts of this paper,such as emergent event,emergency management,community,were analyzed.Then the same chapter introduced the theoretical basis leaded to the existence of government,enterprise,third department,individual citizens——the diverse subject concept in community emergency management.In the next part,this paper analyzed the current situation of emergency management in China,and analyzed the case of Tianjin port "8 · 12" fire and explosion event.In the meanwhile,the problems existing in the community emergency management and its reasons had been analyzed in the same time.In the forth part,this paper put forward the reference countermeasures to improve the community emergency management from the aspects of legal construction,management mechanism,human factors,financial and material protection and policy support.The purpose of this study is to provide suggestions for improving the ability of emergency response of our country.The final chapter is the conclusion.
