Study On Emergency Management Of Public University Campus Emergencies

In March 2018,the State Council set up the Ministry of Emergency Management to meet the needs of China's economic and social development,highlighting the importance of emergency management in the governance of the country.As an important place to cultivate socialist constructors and reliable successors,the safety and stability of campus is very important.In order to maintain this situation,it is necessary for colleges and universities to establish a set of scientific,reasonable and feasible contingency plans.However,in reality,some colleges and universities campus emergency contingency plan is not perfect,in the face of campus emergencies,often in a passive situation.Taking Guangzhou A school as an example,this paper studies the emergency management plan of A school by questionnaire,interview and text analysis.It is found that the principle of emergency planning in A school is not clear.The early warning mechanism in the emergency management plan is not perfect,the organization system in the emergency management plan is not perfect,the response mechanism in the emergency management plan needs to be improved,the recovery mechanism in the emergency management plan is short of strength,and so on.The causes of these problems include backward concept of emergency management,single subject,simple method,imperfect laws and regulations,inadequate material and technical support,etc.In the face of these serious problems,the author puts forward several problems The methods of perfecting the emergency management plan of public universities are as follows: first,the principle of preparing the plan is clear.Second,improve the campus emergency management plan in the early warning mechanism.This includes establishing emergency consciousness,establishing emergency management strategy for circular operation,perfecting emergency plan,paying attention to emergency information evaluation,strengthening the construction of laws and systems for emergency management,absorbing social resources,and establishing a network governance system for emergency management.Strengthen emergency education and increase the training of emergency response ability.Third,strengthen the campus emergency management plan organization system construction.This includes the organization of emergency management organization,emergency management organization responsibilities and division of labor.Fourth,perfect the school the coping mechanism of the emergency management plan in the garden.This includes strengthening the identification and response of emergency events,strengthening psychological intervention,timely and effective mobilization of personnel and materials,timely release of information,and strengthening communication.Fifth,construct the aftercare mechanism of campus emergency management plan.This includes recovery and reconstruction,investigation and evaluation,learning and improvement.
