Reserch On The Optimization Of Emergency Management Countermeasures For University Emergencies In Guangzhou

After the reform and opening-up,China has experienced the great development of higher education,and gradually formed the pattern of a large number of colleges and universities,an increasing number of students,and the continuing expansion of the scale of schools.On the one hand,China has successfully built the world’s largest higher education system.On the other hand,due to the large population of teachers and students in colleges and universities,the insufficient support of campus software and hardware facilities,the adverse social atmosphere and the penetration of overseas anti-China forces,all these factors pose a strain on the university management.In recent years,emergencies caused by natural disasters,food hygiene,national security,psychological crisis and other factors have been occurring in colleges and universities.However,the emergency management countermeasures for emergencies in different colleges and universities show backwardness in varying degrees.How to optimize the emergency management countermeasures of University emergencies is a question needed to be well studied.This paper systematically combs the relevant literatures,concepts and theories of emergency management in colleges and universities in Guangzhou,and selects the emergency management countermeasures of colleges and universities in Guangzhou as the research object.By conducting questionnaire survey and interviews with the relevant management personnel and students of Sun Yat-Sen University in Guangzhou,this paper analyzes the relevant practice of emergency management of Sun Yat-Sen University and the current situation and existing problems of emergency management,then put forward corresponding countermeasures and political suggestions.Robert Heath’s 4R Crisis Management theory points out that there are four parts in emergency management: Reduction,Readiness,Response and Recovery.Based on this theory,combined with the survey data and results,this paper discusses the problems existing in the four links of Emergency Management Countermeasures in colleges and universities in Guangzhou,and found that the main existing problems are following according to these four parts: In the process of reduction,the emergency management mechanism is not perfect and the emergency education is not sufficient.In the readiness part,there are problems such as the unreasonable readiness of emergency plan and the imperfect prevention mechanism beforehand.In the process of response,there are problems of incomplete emergency disposal mechanism and insufficient emergency communication.In the process of recovery,there are problems such as insufficient implementation of post-recovery work and reflection work,and the effect of psychological recovery work is not up to expectations.Finally,based on the relevant problems of the four parts and combined the relevant experience in the nation and abroad,this paper puts forward optimization suggestions for the emergency management countermeasures of colleges and universities in Guangzhou.This paper puts forward the following optimization suggestions for the emergency management countermeasures of colleges and universities in Guangzhou: In the process of reduction,the emergency management mechanism of colleges and universities should be improved and emergency education in colleges and universities should be paid more attention to;In the process of readiness,the emergency plan arrangement work and the prevention mechanism should be well organized beforehand;In the process of response,colleges and universities should improve their emergency response ability and emergency communication ability.In the process of recovery,colleges and universities should carry out the restoration work in time and conduct reflection work in depth after the event and embark on the psychological intervention work.
