Study On The People's Congress Of Guangdong Province In The Early Stage Of The Founding Of New China

At the early period of the foundation of People's Republic of China,because the condition at that time is not available for the meeting of the nation's people congresses,but the local people's congress still was held by local people representatives in various places in accordance with the provisions of common program.The local people's congress,as a preliminary exploration of democracy,is the primary way to interact with the new regime and the people,and has played an irreplaceable role in stabilizing the regime and reassuring the people.In October 1950 and September 1951,the first and second session of the people's congress of Guangdong province was held in Guangzhou.As the transitional stage of the people's congress system,the people's congresses of various sectors of Guangdong province are acting on behalf of the people's congress of Guangdong province.Although it is not yet a full-fledged people's congress,it is a transitional form of organization that does not have universal suffrage and holds the conditions of the people's congress.It is the prototype and preparation of the people's congress.This article focuses on the specific convening situation,implementation means,distinctive features and important role of the people's congresses in Guangdong province at the beginning of the foundation of People's Republic of China.The paper analyzes and summarizes how the Communist party of China can realize its political legitimacy through representatives selection,proposal collection and implementation,and the convening of the conference,so as to strengthen the effective management of the society.Through the discussion of the implementation and continuous improvement of the people's congress in Guangdong province at the beginning of the foundation of People's Republic of China,this paper will highlight the implementation means,the summary of the overall characteristics and the historical effect and influence of the people's congresses in Guangdong province.Trying to through this case for the communist party of China in the process of understanding of democracy and use,try to show the general picture of democratic construction in the early years of the foundation of People's republic of China history.At the same time,it is hoped that these experiences will benefit the construction of political civilization today.
