Research On Debriefing Work Of Grassroots People's Congress

China's fundamental political system is the people's congress system,whether the NPC deputies perform their duties and functions according to law,it's directly related to the quality of the people's congress system and the well-being of the people,therefore,the supervision of the performance of deputies of the NPC is particularly important.At present,there has not been a deputy review system for deputies to the National People's Congress,Y County of Guangxi attaches great importance to the establishment of the deliberation system of deputies to the people's congress,pilot work on deputy deputies of deputies to the NPC.This article takes Guangxi Y County as an example to analyze the problems existing in the debriefing work of grassroots people's congress representatives and propose corresponding countermeasures.This paper uses the case analysis method and the interview investigation method to conduct research,combined with the current situation of the three pilot townships in Y County of Guangxi,and interviews the NPC workers,grassroots people's congress representatives and voters' representatives of the four village committees,respectively,from the perspective of the pilot participants.Analyze and analyze the effectiveness of the pilot and summarize the factors that influence the debriefing work of grassroots deputies.Guangxi Y County carried out the debriefing work by means of oral debriefing,and achieved the results of the summary of the experience of the NPC workers' debriefing meetings,the enthusiasm of the grassroots deputies to perform their duties,and the awareness of the voters' representatives to be strengthened,but there are still many problems.In the case of NPC workers,there are problems in the patterning of organizational forms,inaccurate evaluation projects,the lack of strictness in the relevant links of debriefing and the inappropriate application of opinions and suggestions;the representatives of grass-roots people's congresses have less knowledge of their duties and poorer cultural performance.Low,job-oriented mentality is not positive and correct,part-time has certain limitations;voters' representatives have the problem of non-standard selection procedures and inadequate performance.In order to improve the debriefing work of grassroots people's congress deputies,the following policy recommendations are proposed: For the NPC level,it is recommended to adopt a flexible organizational form,accurately present the appraisal project,link relevant functions,and increase the use of opinions and suggestions.As far as the grassroots people's congress representatives are concerned,it is recommended to carry out performance training,increase the proportion of high-quality cultural grass-roots people's congresses,and correct the attitude of deputy performance of duties,and implement the system of full-time deputies of grassroots people's congresses.In terms of the level of voter representatives,it is recommended to standardize the selection process and proportion,and carry out special training to improve the ability to perform duties.
