Research On Multi-subject's Paticipation In Letters And Visits

"Letters and visits" in these papers means that citizens,legal persons or other organizations give information,make comments or suggestions or lodge complaints to the people's governments at all levels and the relevant departments of the people's governments at or above the county level through correspondence,E-mails,faxes,phone calls,visits,and so on,which are dealt with by the relevant administrative departments according to law.As a unique kind of political regime in our country,Letters and visits have been given the functions of benefit expression,social supervision,resolving disputes,and supplement of judicial relief.It is an integral part of socialist democratic politics with Chinese characteristics.However,since the establishment of the Letters and visits system more than 60 years ago,China has experienced a number of different development periods.As a result of social changes and transformations,new social conflicts have been created or even intensified,which have led to the alienation of petition functions,as well as a large number of irregular petitions and collective petitions.It has even generated a large number of mass incidents,which has also led to the controversy whether to reserve or abolish letters and visits system among various sectors of the society.Therefore,it is an indispensable work in building our new structure of socialism governing by exploring effectively ways under the new era of comprehensively deepening reforms,perfectly evolutionary socialist system of Chinese characteristics,and the optionally advanced modernization of governance system and capacity.Based on the view of co-governance mode,this article takes the letters and visits department of Urban Management Bureau in Nansha District as the research object.The investigation discovered the existing problems in the letters and visits working mechanism through its present condition and actual effect,including unitary subject,and lack of teamwork during the workbenches and government departments,etc.It is the four factors that restrict the effectiveness of letters and visits: petition service mechanism,department coordination mechanism,information integration mechanism and petition response mechanism.Finally,with the guidance of "Building a Social Governance Pattern of Co-building,Multi-governing and community" at the 19 th National Congress of the Communist Party of China.The last part have proposed the imagination of constructing a working mechanism of pluralistic subject intervening in letters and visits based on the theory of multi-governance,including clearing relationship between government and pluralistic subject,strengthening systems and approaches,platforms and carriers,performance evaluation system,supervision mechanism for multi-subject participation.
