Study On The Leadership Of Rural Primary Party Organizations In Jiangmen

The primary-level Party organizations in rural areas are the foundation for the Party to take power in the rural primary-level units.The Party's leadership and leading core position are issues repeatedly emphasized by the Central Committee.The report of the 19 th National Congress of the Communist Party of China clearly pointed out: We will work to ensure that primary-level Party organizations in villages and sub-districts play a key role in communicating the Party's propositions,carrying out the Party's decisions,overseeing community-level social governance,uniting and mobilizing the people,and promoting reform and development.In doing so,we will focus on improving the organizational capability of primary-level Party organizations and give priority to enhancing their political functions.However,with the rapid development of the economic market and the continuous deepening of various social reforms and development,the development of the rural economy has shown a changing situation and the relations and contradictions among rural interests have also become increasingly complicated.It creates new demands for the level of the organizational capability and ability to lead of primary-level Party organizations in rural areas.Some of the primary-level Party organizations in rural areas have led to the weakening of leadership due to the lack of self-construction.Party leadership is the lifeline and the consolidation of the leading position of the Party organization.Therefore,during the period of developing socialism with Chinese characteristics in the new era,we must strengthen the leadership of the primary-level Party organizations in rural areas.The intricate conditions of rural districts in Jiangmen lead to a question that remains to be explored: What approach it shall be,in which the primary-level Party organization can play a vital role in sustaining development,serving and uniting people,and promoting social harmony in compliance with the reality of Jiangmen.This essay focuses on five aspects of the leadership of the primary-level Party organizations in rural areas,based on the practical experience and existing problems in recent years,in order to identify problems by application of Public Administration knowledge through questionnaires,data access and face-to-face interviews,analyzing the internal and external causes and proposing methods to strengthen Jiangmen rural Party leadership.After research,preliminary conclusions are as follows:1.In recent years,Jiangmen has ensured the Party organizations become a powerful leadership core of all the work in rural areas by optimizing Party organizations,training a contingent of competent and professional Party officials,strengthening the guidance and management of Party members,overseeing community-level social governance and strengthening basic guarantee of Party building.2.At present,the rural Party organizations in Jiangmen are in urgent need of improving five capabilities of communicating the Party's propositions,carrying out the Party's decisions,preventing and defusing social tensions,engaging with Party members and the people,and guiding the economic development in villages.The root is that some rural Party organizations have not built up as what they should have been and the economic base of leadership has been weakened.3.In light of actual conditions of Jiangmen and being problem oriented,drawing lessons from experience of other cities in Guangdong,the leadership of Party organizations in rural areas can be improved in a way of strengthening Party organization building by improving institutions,building up effective leadership teams by improving the quality of Party officials,overseeing community-level social governance by increasing security benefits,ensuring that Party members play their roles better by strengthening the management,and building service-oriented Party organizations.
