Discussion On The Concept Of Administration

In the primitive society before the country produced,there would be various kinds of management activities based on the needs of survival,which could be said to be the rudiment of administration.With the development of state sovereignty,administration began to gradually separate from the state power.In this paper,in order to clarify the relationship between administrative and other national activities,three types of administrative definitions--passive,positive,and feature descriptions with greater influence,are discussed and explain the specific meaning and drawbacks.However,the reason why the administration is difficult to define mainly because of the ever-increasing scope of administrative subjects,the gradual complexity of administrative activities,and increasingly diversified administrative objects.The development of the administration was influenced by the political system.During the absolute state,the monarchy overcoming theocracy was predominant and the administration began to care about the welfare of the people.The unconstrained administrative focus was on management and efficiency;In the period of free country,the civil class resistance resulted in the reduction of the administrative scope and began to establish the principle of legal reservation,which was limited to the protection of the basic rights of citizens.In the period of the Rechtsstaat,higher requirements were placed on administration and the administration began to re-engage in the daily life of citizens under the restrictions of the law.Its scope covered all the lives of citizens of the country “from the cradle to the tomb”;During the administrative period,the state began to macro-control the economy,maintain social order,and develop public utilities.Therefore,the administration had more space--administrative reservation.In the administrative era,the administration has the service and public nature.Based on this,we can draw an extremely broad conclusion: Administration is an activity that uses state power to actively realize public interests and also delimits the foundation for administrative reservations.
