The dispute over the South China Sea is a time-honored topic,not only because of the important political and military strategic significance of the South China Sea,but also rich in energy,including huge reserves of oil and gas resources,ocean energy,rich biological resources,and environmental resources.The delimitation of the outer continental shelf is a topic that cannot be bypassed,and it is getting more and more attention at home and abroad.Among them,Vietnam is the country with the largest number of neighboring countries that invade China's islands and reefs.The submission of its case to the United Nations directly violates China's maritime rights and interests.Although the predecessors of the issue of Vietnamese delimitation have already achieved great results,the Vietnamese delimitation case is still waiting in line and has not yet been fully considered by the special committee of the Commission on the Limits of the Continental Shelf and has made demarcation proposals.It can be predicted that in the future,once the Vietnamese delimitation case will enter the deliberation agenda,it will have a certain impact on China's maritime rights and territorial sovereignty,and it will inevitably raise new issues for Chinese international law scholars.By consulting literature,the author collected data on the 200-mile outbound continental shelf received by the Commission on the Limits of the Continental Shelf and the deliberations of Vietnam in the South China Sea,and used historical data and international laws and regulations to analyze and predict the plan of the Commission on Vietnam.The results of the deliberations of the sectoral case and suggestions on how China should respond.In view of the effectiveness of the recommendations of the UN Commission on the Limits of the Continental Shelf,this article has initiated a series of discussions.In the final conclusion,I believe that the effectiveness of the committee exists in all aspects,but it is affected by many factors and it takes time.To verify,we cannot judge one-sidedly from the behavior of certain countries or international organizations.In the near future,there will still be no definitive and uncontroversial answer.However,while we can explore its effectiveness,we can actively respond to and predict possible outcomes and take preventive measures so that the changing international community can take the initiative and better safeguard national sovereignty and sovereign rights.This article is divided into six parts: Chapter 1 Introduction introduces the background and significance of the topic,relevant research review and research methods;Chapter 2 Explores the relevant disputes from the border delimitation case of the Outer Continental Shelf of Chong Nori Reef in China and Japan and briefly analyzes it.The topics to be covered in the paper are the validity of the recommendations of the Commission on the Limits of the Continental Shelf;the third chapter outlines the recommendations of the UN Commission on the Limits of the Continental Shelf and defines the main concepts involved in the paper,and analyzes the functions and legal status of the Committee;The fourth chapter combs and briefly summarizes the submissions received and completed by the Commission,eliciting relevant assessments of Chapter 5 on the effectiveness of the Committee's recommendations;it finally settled in Chapter 6,highlighting Vietnam's disputes in the South China Sea.China's ultra-rights behavior analyzed how China's maritime rights and interests in the South China Sea's maritime areas should be further protected,and proposed measures and recommendations for countermeasures,such as the legal status of the Jiuduan Line and the steps for joint development.Finally,we concluded in Chapter 7.
