The Study On Governmental Management Of The Network Charity

With the continuous development of network technology and the popularization of intelligent terminals,such as computers and mobile phones,the number of Internet users in China is growing,and the participation of network charitable groups is becoming larger and larger.The coverage is wider and wider.The speed of communication is faster and faster.And the amount of fund-raising is becoming larger and larger.With the characteristics of openness,convenience and efficiency,the Internet has become an important platform for the promotion of charitable acts and has promoted the innovation and development of traditional public welfare charities.Taking "Luo Yixiao incident" as an example,this article tells about a series of network charity incidents caused by the incident.Luo Er,a media man,raised money for the treatment of leukemia daughters through the Internet "selling articles".He was later questioned about "cheating" and returned about 2 million 620 thousand yuan." Luo Yixiao incident",as the "first case of network charity" after the implementation of the charity law,reflects the problems of governmental governance such as unclear definition of laws and regulations,the lack of regulatory system in the development of network charity in China.Through the analysis of the characteristics,the current situation,the existing problems and the reasons for the problems of the network charity in China.This paper makes a thorough investigation by field investigation,questionnaire survey,expert interview,case analysis and so on.This paper finds out the problems gradually exposed in the network charity development and puts forward the improvement of the network charitable government.The proposal will provide reference for the healthy development of cyber charity in specific practice.Through research and analysis,this article holds that the " Luo Yixiao incident" reflects the existing blank area in the network governance of charity law,asymmetry opaque in information,the insufficiency in supervision and management,publicity and guidance etc..On the basis of the advanced practice of foreign countries,this paper,starting from the reality of the development of China's network charity,puts forward some countermeasures and suggestions to improve the current situation of government by establishing and perfecting relevant laws and regulations,perfecting the dynamic regulatory mechanism,the government leading the social co governance system and strengthening the publicity and guidance.This paper aims to provide a strong theoretical support to the development of philanthropy in China.
