Research On Shenzhen Residential Communities "WeChat Voting System" From The Perspective Of Voting Technology

Voting technology is the way and tool to collect wishes of interest groups or individuals.It quantifies the preferences of groups or individuals in a specific form.Currently most of the residence communities in Shenzhen take the written form to convene owner congress and it occurs the issue of "Voting Apathy" dilemma and causes difficulties of voting.In 2016,the Shenzhen government developed the "WeChat voting system",trying to improve public participation in community affairs from the technical level of voting.In Shenzhen,under the "Strong Core and Diversity" community governance model,the main structure of the commercial housing community is composed of three basic elements: one is the street office system,on behalf of the power of the state;one is the property management enterprises,on behalf of the power of the market;one is the jurisdiction unit,social organizations,groups and owners and its autonomous organizations,on behalf of power of the social forces.There are complex game relations among the three main governance bodies.And the emergence of the WeChat voting system,taking the owner’s meeting as the focus and breakthrough,has broken the previous situation that the property management enterprises dominate the whole governance environment.And it has changed the interest pattern of community governance deeply.From the point of view of technical operation,the WeChat voting system is involved in the participation of three aspects: the street office,the owner committee and the owner.Its technical composition can be divided into two voting funtions and one information publicity function.Essentially,the WeChat voting system is a cost-saving mechanism.It reduces the labor cost,the time cost and the opportunity cost of voting,then makes voting fast and efficient.In the actual operation,the core effect of the WeChat voting system is to promote the participation of the owners in public affairs,including improving the extensive participation of the community owners;solving the problem of the time deviation;improving the depth of participation;and solving the contradiction between the expectation and the present situation.In addition,the following achievements have been attained,including: promoting the harmonious coexistence of the three major governance bodies;activating and linking the three major governance bodies;solving the difficulties of the identity of the owners;embodying public rationality;integrating community public interests;providing procedural framework to promote the standardization of the operation of the owners’ Committee;and fostering the awareness of citizens’ rules.Based on the current practice experience and external environmental conditions,the WeChat voting system can be developed into a multi-functional integrated service information system,a property management integrity system and a special maintenance fund dynamic publicity platform.However,the WeChat voting system,as a technology tool for voting,is difficult to get rid of the framework of technology.During the process of its application,there are also some problems,such as the limitations of technology,the limitations of ecosystem and the limitations of substitution.
