| Space debris is also known as the "manufacturing risk"(manufacture drisk),which is the growth of human knowledge and the damage to the outer space environment.More than half a million pieces of debris have been tracked in orbit around the earth.They all hit 17,500 miles per hour,fast enough,a relatively small piece of track debris enough to damage a satellite or a spacecraft.More and more space debris has added to the potential dangers of all space vehicles,particularly the international space station,the shuttle and other spaceships that carry humans.The biggest risk for space missions comes from untraceable debris.This paper first summarizes the decrease of space debris control legal system,types,characteristics and sources of space debris and pollution of outer space environment and the status quo of generalizations,through the elaboration of space debris reduction control legal system content and the characteristics of space debris are analyzed to reduce the theoretical foundation of the legal system.Secondly,the paper analyzes the three countries' outer space treaties which deal with the problem of space debris,and discusses the disadvantages of international soft law in governance of the "tragedy of the Commons".In the United States,Russia,the European space power reduction of legislation analysis based on the content and features,points out that the legal system of China's space debris level is low,the lack of basic law of outer space,in order to fulfill international treaty obligations,to protect the rights and interests of national strategic security and outer space,China's space debris reduction control system needs to be perfect.Finally in the summary of our country and international governance of space debris,on the basis of legal problems of our country degree of space debris reduction control law system perfect,in the aspect of international legal regulation with the model of reporting system,the introduction of a cap-and-trade feasible scheme. |
