The juvenile court movement that started in the United States has triggered a wave of juvenile justice reforms in various countries around the world in the early 20 th century.China had to be involved in this wave of reforms.During the period of the Republic of China,advanced Western concepts and systems of justice have been introduced into China through various means.These included the active publicity and inspections abroad of government officials during the period of the Republic of China,the translation and introduction of relevant works by judicial organs and legal experts,supporting by foreign scholars and the promotion of international conferences.With the joint efforts of the Republic of China government and social organizations,the juvenile justice system was gradually established during the Republic of China.It was mainly manifested in the establishment of Juvenile Correctional Institutions,Juvenile Prisons and Juvenile Courts in different parts of the country.The related Juvenile Offence Administrative Jurisdiction Regulations also appeared one after another.The juvenile law legislation is also included in the government's plan.In general,the juvenile justice system during the period of the Republic of China was subject to the problem of inconsistencies in theory and practice.It was mainly reflected in the copying of the western juvenile justice system and it failed to effectively design the system for the situation of China.Undeniably,during the Republic of China,a preliminary attempt was made to develop a juvenile justice system and a basic juvenile justice system was formed.The establishment of Juvenile Correctional Institutions and Juvenile Prison marks the beginning of the development of an independent juvenile justice system.At the same time,the establishment of a number of child welfare agencies that are supported by the government and complemented by non-governmental organizations and other institutions reflects the awakening of the concept of child welfare.
