Research On Legal Regulation Of Emergency Management With Big Data

Since 2009,“big data” has become a popular vocabulary in the Internet information technology industry.The concept of “big data” is gradually known.In October 2015,China clearly put forward the implementation of the national big data strategy and promoted the open and sharing of data resources.China's era of big data applications was officially opened.The value of big data has been excavated in various fields such as politics,economy,society,culture,etc.Especially in the business field,big data has brought great value and wealth to people.However,For China with huge data resources,compared to developed countries,our utilization of big data is still far from enough,especially in emergency management.China's Internet and mobile networks are very developed.It is very convenient for the public to communicate and interact with information in real time.Once an emergency occurs,the public and the media will quickly response to it.The information of the emergency will soon form a flood of data.Therefore,the application of big data in China's emergency management is of great significance in responding to emergencies.It is necessary to combine the intelligence of big data applications with the rule of law of social governance,to resolve the crisis risk of various types of emergencies and to ensure the safety of people's lives and property.This article discusses the legal issues in the application of big data from the perspective of emergency management.These legal issues may exist in the entire process of emergency management.However,this paper believes that there are different legal issues in different stages of emergency management.Therefore,the structure of the dissertation is divided into five chapters.The first chapter puts forward the legal issues in the emergency management with big data.The second chapter to the fourth chapter discuss the difference in emergency management through the pre-event,in-action,and post-event phases of emergency management.The main legal issues that exist in the stage,and put forward specific targeted measures.The fifth chapter summarizes the conclusions of the study,and proposes effective and feasible countermeasures based on the legal issues of emergency management of big data,and summarizes the breakthrough significance of the formation of emergency management department for emergency management.
