| In the background of big data,the work of the party and government has added a lot of new vitality.How to realize the "modernization of national governance system and governance capability" in the context of big data has become the top priority.In September2015,the state department released "about action guidelines to promote the development of big data,puts forward the decision with data to speak,with data,using data management,data management mechanism innovation.On March 5,2016,Premier Li Keqiang said in his government work report to push forward the "Internet + e-government service",to implement the data sharing between departments,to strengthen the construction of the government itself,improve the administrative ability and service level.This shows the opportunities brought about by the use of big data to the government management is particularly important,especially with the improvement of social economic development level,push forward industrialization and modernization process,people's living standard is increasing day by day all sorts of emergencies also emerge in endlessly,such as safety in production of various kinds of social disasters,natural disasters such as earthquake and tsunami and so on.Therefore,how to effectively deal with all kinds of emergencies and ensure the comprehensive,coordinated and sustainable development of our society and economy becomes a crucial issue in today's society.The platform of emergency management as a basic task of emergency management to prevent and respond to natural disasters,accidents disasters,public health and social security events,is of great significance to reduce the loss caused by emergencies.As a new era background,"big data" brings new opportunities to the construction of emergency management platform for emergencies,such as thinking,technology and management methods.This paper makes a comprehensive use of literature research,case analysis,chart analysis and other methods to study the relevant countermeasures of emergency management platform construction using big data.Through the analysis of the existing emergency management platform and found its existing problems,this paper analyzes the reason of the problems,combined with the role of big data in emergency management platform and implementation way of seeking emergency management platform construction.This paper mainly divided into four most: the first part(chapter 1,2)of the construction of the emergency management platform,in which a time background,significance,related theoretical basis,explain this article research significance as well as the related concepts of theory;The second part(chapter 3),the main research of sudden emergency management platform construction situation,based on the analysis of emergency platform of achievement at the same time focus on analysis of various aspects of the problem,and combined with our existing policy,system,technology,etc,the author analyzes the reasons of problems;Third part(chapter 4)according to the current problems existing in the emergency management platform and the reasons,the use of big data in such aspects as thought,technology,management methods combined with emergency management platform construction,the influence of the analysis of large data in improving platform construction of democratic,scientific,intelligent,precise,etc;The fourth part(chapter 5)through the large data in emergency management can play a role in the construction of the platform,combined the technology of big data thinking,data,method of big data in the platform structure,operation process and auxiliary measures such as analyzing the construction of the emergency management platform construction measures.In a word,the research of emergency management platform in the context of big data is not only the integration of big data theory,platform construction theory and crisis management theory;It is also a practical exploration to improve the quick response and anti-risk ability and enhance the emergency management ability of emergencies. |
