Although consumers are not direct parties to market competition,they are the terminals that pass on the loss of competition.From the perspective of the legislative purposes of the anti-monopoly law of various countries,protecting the interests of consumers is one of the legislative purposes,and protecting the interests of consumers is also one of the legislative goals pursued by China's anti-monopoly law.Consumer interests can also be used as a law enforcement standard for anti-monopoly law to determine whether a monopolistic behavior is legal or not.This paper considers four levels of issues: first,Whether consumers' interests should be an important reference factor in law enforcement;second,if it is an important factor,consumer interests should be clear,explicit,and Operation,unity.The core of consumer interests is the review of consumer welfare in individual cases.Reference can be made to the EU's practice;Thirdly,is there any application of Chinese law enforcement agencies to consumer interests? What is the problem? Yes,the industrial and commercial departments mentioned much more.The National Development and Reform Commission accidentally mentioned that,the Ministry of Commerce hardly mentioned that,and that there was so general,not comprehensive.Fourth,it put forward proposals for the issues mentioned above.
