Villager’s Group Research On The Mechanism Of Governance Under The Background Of Administrative Reform Of Village-level Organization

The modernization transformation of rural governance promotes the administrative reform of village-level organizations,but it leads to dilemma of the village cadres on governance in the central and western regions which means that the government adopts the administrative reform of authority of the village cadres.And it dissolves the village cadres’ original flexibility of identity of officer and villager,strengthens the expression of national norms,weakens the practice of social norms.In this way,it causes the institutional fracture between the village cadres and the villagers,also appears the phenomena of negative governance of the village cadres and the problems of lack of governance capacity.The village cadres in the southwest of Hubei province may also encounter similar dilemma,but the problem is not serious whose core experience is that they shape an effective complementary mechanism,creatively realize the effective connection between national norms and actual demand from the villages which is the maintenance and continuation of villager group meeting.On this basis,the author puts forward the research hypothesis that village group with endogenous social structure foundation,under the background of the administrative reform of village-level organizations,solves the problems of lack of social norms,and promotes the real governance capacity.The author uses means of survey and depth interview and finds the following experience that the villager groups have a long tradition of mutual assistance,which stabilizes the social order and public opinion and gives the villager group leaders some abilities including organizational mobilization and order maintenance.Besides,the village committee gives autonomy of the villager groups on governance that they operate in four ways,including the normal absorption of village elites,public transformation of governance resources,the positive motivation of democratic consultation and flat governance of social affairs,which eventually plays a crucial role in governing the villages and realizes the effective governance of the village groups.Furthermore,the author responses research hypothesis,and puts forward the core view that the village groups,as important bodies on governance,embedded into the administrative reform of village-level organizations,shapes the new relationship between the village committee and the village groups to construct the integrated mechanism of national norms and social norms,and realizes the effective governance.
