On The Prison Refom Of Late Qing Dynasty

At the end of the nineteenth Century the government of late Qing Dynasty(1840-1911)to get rid of the dilemma of domestic political turmoil and foreign powers had to carry out various reforms.This includes the reform of the prison system.This paper is divided into four parts..The first part is the research summary and research methods.This paper briefly introduces the origin and development of prison research,and explains the content and significance on the reform of the prison of late Qing Dynasty.The second one analyzes the reasons of the prison reform.The main contents are: 1 the Qing prison continued backward decay;2 emerging interest group's power requirements;3 the need for Qing Dynasty to recover judicial rights.From three aspects,the third part explains in detail how the reform was put into practice.The main contents are: 1 strengthen the prison legislation,enacted the prison law draft of Qing Dynasty,standardize the management of the prison system,and analyzes the prison law draft in the content of 2;build model prison and set up criminal workhouse;3 training prison management personnel,improve the treatment of prison officials,establishment the formal education system for prison management personnel.The fourth part analyzes the positive significance and deficiency of the prison reform in the late Qing Dynasty.
