Study On The Three Offset Strategies Of The US Army On The Technology Subduing Horizon

That how to better couple military technologies with military strategies is always a highlight concerned by the military theoretical circle.The third “Offset Strategy” put forward by the US army most recently has drawn attention from the whole world partially because that the first two times of “Offset Strategy” put forward in the history brought huge benefits to the United States and solidified the advantage of the United States in military strength.“Offset Strategy” utilizes advantage of military technologies to offset the existing quantitative superiority of opponents or potential opponents,leads the direction of military reform,and leading the military competition to the advantaged field of one's own side,thus fully reflecting the strategic value of military technologies.The US army implementing “Offset Strategy” for three times reflects the profound influence of the conventional thinking of winning by technology existing in the American strategy circle for many years.Study of “Offset Strategy” put forward by the US army for the third time will help expand research vision of American military technologies and military strategies under the field of vision of winning by technology.Therefore,it is of great theoretical significance.This paper studies the precedent,background and objectives of “Offset Strategy” adopted by the US army for the third time from the perspective of national security and aims at revealing the idea of winning by technology in contemporary military strategic thinking hidden behind “Offset Strategy” and exploring effective approaches for China to carry out innovations in military technologies in the future.In this paper,qualitative analysis method,quantitative analysis method,case study method and literature review method are applied to analyze advantages of military technologies and military strategic objectives of the US army in “Offset Strategy” put forward for three times.Then,the paper summarizes the influence and insufficiency of inherent idea of winning by technology in the strategic thinking of the US army and later it extends to the phenomenon of excessive dependence on military technologies as commonly existing in the military preparations of countries in the world at present and finally the reflections of the author are put forward.As for Chinese army,in order to realize corner overtaking in the new military reform,the researches on military technologies and military strategic fields of the United States as the objective to catch up and even surpass are essential,which is also an important original intention of this study.
