This paper first defines the concept of "military modernization", and used as criteria to examine the Huai Army's military reform, noting that its success is the introduction of advanced western weapons and military training methods, and the Shortcomings is not realized the modernization of military organizational structure, operational command structure, military service system and the quality of military. On this basis, the paper further explores the reasons for the Huai Army military reform blocked, that it is by the special political, economic, cultural patterns of late Qing Dynasty and the Huai Army's own experience of the old war. For this reason, this paper draw the following conclusions and inspiration: Advanced weapons does not necessarily change the combat methods, Changes in the way warfare is the product of a combination of human, weapons and battlefield situation, they are determined by the overall level of social development.There was a Correlation rather than a strict Causality between Military technology and other elements of the military system.
