The Dilemma And Optimization Strategy Of China's Internet Rumors Regulation

Rumor is almost the same age as the history of human society,and the elimination of rumor has been one of the beautiful visions of people since ancient times.Rumor has a certain infringement on the daily political,economic and cultural life of the public,while some harmful rumors will seriously damage the public interests and social interests.The continuous progress of Internet technology has changed from the Internet as a tool to the Internet of infrastructure--Internet +.As can implement the code to build artificial space,has evolved into a set completely all forms of media,such as the political,economic and cultural carrier and platform of information transmission,active in the realistic society of people,in a variety of different identity mapping in cyberspace,and the Internet interactive integration of various ecological elements,formed a unique virtual cyber society.Cyberspace greatly expands the boundaries in which people engage in social activities.The freedom and concealment of the Internet itself also makes the online rumors different from the traditional ones.Given the complexity of Cyber society,it is difficult for a single subject to effectively regulate online rumors.From the perspective of government regulation,this paper discusses that the government,as the main body of regulation,should play a good role in regulating online rumors.By analyzing the regulation means,regulation methods and concrete measures of China's network rumors regulation,this paper analyzes the difficulties faced by the network rumors regulation,and then puts forward the optimization strategy of China's network rumors regulation.In the first part of this study,the core concepts such as "Internet rumors" and "regulations" are explained.In the second part,on the type and characteristics of Internet rumors,the transmission mechanism is analyzed,and the answer why the spread of rumors can get wider than truth,in this part of the selection "jing wen women's jumping event" maggot orange "event" "xiangshui chemical plant explosion" three cases as the breakthrough point,analysis the social harmfulness of Internet rumors.Case as the breakthrough point,this paper in the third part of China's Internet rumors from both the subject and the relationships between,and the current regulatory framework for China's existing network society,regulation mechanism and regulation measures to comb,from the legal regulation,social norms,market regulation,code four dimensions as the analysis model,analysis of our country in regulating Internet rumors architecture and relying on the architecture of regulation means,discusses our country government based on the system,cultural background to make a choice.Based on the analysis of the regulatory cost faced by the Chinese government in the process of regulating the network rumors,this paper analyzes the dilemma faced by the network rumors regulation based on the characteristics of the network rumors,and proposes corresponding optimization strategies for the regulation of network rumors based on the three directions of the generation of rumors,the spread of rumors and the elimination of rumors.
