Yong people are the future of the country and the hope of the nation,the youth problem is an important content of academic and practical studies.Attach important to the study of Juvenile Deliquency situation is related to the happiness of many families and to the overall Social Harmony and Stability.At present,China is in a special historical period of economic transition and social transformation,social division is widespread and intense and the violent changes are hitting people’ s hearts.All kinds of social and psychological problems are highted,especially in the field of teenagers,the juvenile delinquency is on the rise.Moreover,the charges are diversified,the means become human and the ways are voilent.There are many factors inducing juvenile delinquency and the situation is complicated.Because of their own reason in the process of teenager’ s growth the minors who are in the period of youth restlessness have not yet matured,sensitive,self-conscious,competitive and impulsive.At the same time,because of the weak consciousness of rule of law in thought,poor ability to distinguish right from wrong.In addition,the cultural quality,family environment,personal experience,social environment and other factors are limited,it makes the formation of juvenile criminal behavior have greater particularity compared with adult crime.After juvenile delinquency,punishment is not the fundamental purpose,and the more important task is to educate and save since 2003,when the Supreme people’ s Court,the Supreme people’ s Procuratorate,the Ministry of Public Security and the Ministry of Justice jointly decided to launch a pilot project on community correction,Juvenile Community Correction gradually enters the public vision.Since Janurary2012,the Supreme people’ s court,the Best people’ s Procuratorate,the Ministry of Public Security and the Ministry of Justice have formulated the implementation measures for Community corrections on the basis of summing up the pilot experience of various localities.The implementation of the measures to the community correction of juveniles clearly followed the principles of education,probation,rescue,put forward the principle of non-disclosure,privacy and secrecy,the principle of helping the physical and mental development and the principle of family supervision and guardianship.Therefore,the application of community correction to juveniles not only meets the needs of adolescent’ s physical and mental development,but also save judicial resources to overcome cross-infection.However,in practice,there are still many problems in the implementary of juvenile community correction.A series of problems,such as no specific enforceable law to follow,executive subject has no authority,lack of coordination between departments,poor material support capacity,shortage for manpower and so on which restrict the development of juvenile community correction work.According to the development of juvenile wok in area B of Jilin Province this paper analyzes the problems and difficulties existing in the work,and gives the corresponding countermeasures and suggestions which is of great significance to improve the Juvenile Community Correction in B area and maintain the harmony and stability of B area.
