| The reform of the public prosecutors’ personnel management system focuses on the reform of the post system,which is the basis of the reform of the judicial system.Since the reform of prosecutors’ personnel management system,there are lots of academic research on the system of prosecutors,but this time the scope and depth of the reform of the judicial system has surpassed the previous research results.In this paper,based on the investigation of prosecutor’s office in A county,H city,through literature research,questionnaire and statistical analysis of research methods such as the comprehensive analysis on the sample,the practice of the reform progress has been illustrated.Meanwhile,a series of problems were found in the sample survey.There is still problem of insufficient judicial personnel after the reform,which leads to "fewer cases with less staff’.The personnel structure of the procuratorial team tends to be aging,the talent loss of the procuratorial team is serious,and the phenomenon of difficulty in retaining talents still exists.The independent operation of procuratorial power and the relationship between the management and supervision of procurators are not clear enough,and the professional guarantee system of procurators is not perfect enough.All these problems have affected the reform.Aiming at the problems of the samples,combining with the actual situation of the sample,the author puts forward several suggestions for improvement:to precisely and effectively solve the problem of lack of specific number,provide social service to support staff,set up flow mechanism for each post staff,strengthen the comprehensive administrative personnel and the procuratorial auxiliary personnel team construction,provide unimpeded access to personnel promotion;to intensify education and training,promote the overall development of talents,establish a scientific and reasonable mechanism,accelerate the development of procuratorial personnel,improve the salary welfare treatment,strengthen the people’s procuratorate to attract talent to solve the problems of procuratorial lag in construction of the procuratorate team;to boost supervision and restriction of public procurators in posts through clarifying the functions and powers of public procurators;to enhance the protection of procuratorial officers and police treatment and professional sense of honor through the establishment of a scientific and reasonable public procurator security system.In the reform,there are many procuratorates likethat in A county,H city,which are also located in the mountainous area,and their economic condition is relatively backward,but the number of cases and judicial administrative work remains very large,the author tries to make a thorough analysis of procuratorate in A county,H city thus to provide a reference for the county level procuratorates,especially those in rural areas. |
