For a long time,because of the economic characteristics and unreasonable pricing behavior of the telecommunications industry,the government needs to implement regulation of the telecommunications industry's enter and price.However,on the one hand,technological progress reduces the cost of entering the telecommunications industry,on the other hand,it makes the downstream services of the telecommunications industry competitive partially,and the original economic characteristics disappear gradually.However,the government still implements strict control policies in the competition of telecommunications industry,which will limits the development of the telecommunications Industry undoubtedly.Because of the substitution of instant messaging for traditional telecom services,the traditional business's performance of telecom enterprises began to terrible.As the development of instant messaging has a competitive relationship with telecom enterprises,it promotes telecom enterprises to improve operational efficiency at some extent.However,the government's economic regulation of the Internet industry has hindered the development of instant messaging and reduced the competitiveness of downstream services in the telecommunications industry at present.Based on the theory of industrial organization,the paper analyzes the relationship between government regulation,technological progress and Telecom Performance by empirical analysis.Firstly,the paper analyzes the influence mechanism between technical progress,the telecommunication industry's natural monopoly boundary and performance,the influence mechanism between government regulation and telecommunication performance as well as the condition of government deregulation.Then,explore technical progress's impact on Telecom Performance based on instant messaging technology,and analyzes the role of Internet economic regulation to the development of instant messaging,so as to analyze the impact of Internet economic regulation on competition in the telecommunications industry.Finally,there are established three regression equations for empirical analysis First,property rights regulation and competition regulation are used as telecom regulatory indicators to explore their impact on telecom integrated service income,telecom integrated price and other performance indicators;second,used instant messaging development level and social service level as instant messaging's indicators.To analyzes its impact on telecom integrated business income,efficiency and other performance;third,explore the impact of Internet economic regulation on instant messaging's efficiency.Based on theoretical and empirical analysis,the following conclusions can be drawn:First,the natural monopoly characteristics in the telecommunications industry is the reason for government regulation.Second,the natural monopoly boundary of the telecommunications industry are shrinking.Third,the government's regulation of the competitive market hinders the development of the telecommunications industry.Four,the development of instant messaging technology is conducive to improving the operational efficiency of the telecommunications industry.Five,the economic regulation of the Internet is not conducive to the formation of the competition pattern in the telecommunications industry.In view of these,the following policy recommendations are put forward.First,relax the regulation of property rights in telecommunications industry and improve the efficiency of telecommunications services.Second,relax the regulation of Internet and encourage the development of instant communication industry.Third,improve the access regulation of downstream enterprises and avoid market failure.Promote the coordinated development of the instant messaging industry and the telecommunications industry,and improve the corresponding performance level.
