Theories in the past say that every natural monopoly industry needs government ragulation . New natural monopoly and ragulation theories indicate: not every natural monopoly industry needs government ragulation . As to weak natural monopoly industry and competitiveness links of natural monopoly industry, relaxing ragulation can raise the efficiency even more.The postal industry is considered to be the natural monopoly industry traditionally . But the ragulation in post is relaxed or canceled one after another among the economic globalization process at present abroad.The postal department was a department of the government's and delt in post directly before 1998 in China. China Post has been both a government department and an enterprise since China join WTO in 1999. Now China Post keeps power to monopolize postal service and also accepts government ragulation too.The article proceeds from relevant natural monopolies and ragulation theory, analyses the nature of the postal industry and the current situation of Chinese post,compares China Post with the post industries of foreign countries. A conclusion is drawed that China Post needs to carriy on 'system change and relax ragulation on competitiveness links of post. The article also puts forward some policy recommendations on system changes.The full text is divided into five parts altogether: First, relevant theory overview, second, analyzing of nature of the post industry, third, the postal industry ragulation changes and basic state abroad. Fourth, analyzing of Chinese postal industry system and operational efficiency, fifth, Chinese postal industry system change with system design.
