Study On The Moderate Level Of Social Security In China Based On The Perspective Of Economic Development Difference

Economic development complements social security development,and economic development can provide funds for it,which consolidates material basis of social security.Social security development contributes to efficient economic growth,it ensures social equity through the income redistribution mechanism and provides a harmonious and stable social environment for sustained economic development.Social security level is an important indicator to measure the development of social security in the country(region),due to regional differences in economic development,the implementation of social security has obvious regional characteristics.Areas with different levels of economic development correspond to different social security level,which indicates social security level and economic level have not developed synergistically.Excessive social security level not only aggravates the economic development pressure,but also is not conducive to fully mobilizing labor enthusiasm and breeding a batch of idle labor.low social security level neither satisfy basic needs of people,nor fully share the fruits of economic development,and is contrary to the concept of sharing economic development.Therefore,only the moderate social security level can promote the coordinated economic development and social development,and exerts the various mechanisms of social security fully.Consequently,researching the status of social security level and estimating the moderate social security level are of great significance to construct social security system and the long-term healthy development of the economy.On the basis of reviewing the relevant theories and concepts of social security,this paper researches the moderate social security level in various areas of China according to the differences in economic development.Firstly.it summarizes the status of social security researches at home and abroad and determines the content of social security expenditure,Secondly,according to the specific indicators of economic development to cluster regions of China,and describe the status of those areas from five aspects including social security expenditure,social security expenditure growth rate,social security expenditure structure,social security level development coefficient and the relationship between social security level and economic development,it is found that social security expenditures in various areas are showing an upward trend year by year,but the growth rate of social security expenditures is constantly changing,the higher economic development level.the more obvious the fluctuations.regarding the structure of social security expenditure,in the developed areas,the gap between the proportion of social insurance expenditure and the proportion of fiscal social security expenditure is large,on the contrary,the gap between them is small.from the social security level development coefficient and the relationship between social security level and economic development,it indicates that the rate of economic development cannot keep up with the growth rate of social security level,and the social security level is high,they are not well adapted to each other.Finally,based on the social security moderate level model,using the data of social security of every area from 2003-2017,calculate the moderate level of social security in every area and compare it with the actual level of social security.The conclusion shows that the unbalanced economic development,the population structure aging,regional gap in social insurance expenditure and imperfect transfer payment system are important factors that cause the actual level of social security to differ from the moderate level.in the future,we should speed up the implementation of measures to promote coordinated economic development in all areas,reduce old-age dependency ratio,improve the overall level of social insurance projects,and complete the financial transfer system,and continuously improve the social security system to ensure that social security level achieves moderate interval.
