Along with the deepening of China's reform and opening up, the constant optimization and upgrading of industrial structure and the aging of the population structure, establish and improve China's social security system has become a very urgent issue. To improve the social security system in Shanxi Province, we must first fully understand the status quo of social security development in Shanxi Province. The social security level is one of the key indicators to describe the social security status. This paper analyzes from various aspects the level of social protection in Shanxi Province and its relation with economic and social development.First, we have calculated indicators of social security spending along with the social security level. On the basis of our calculation, we have carried out vertical and horizontal comparative analysis of the data, to finally conclude that the social security level in Shanxi Province is below the national level, but with small difference. In the year of 2000 and 2001, Shanxi Province has recorded an increase of social security level which is faster than the rate of economic growth; from 2002 to 2006, there has been a gradual decline in the increase of social security level which finally maintains its growing rate with the economic growth. Some of these issues can not be ignored: an increasing gap between urban and rural social security level, an enlargement of the proportion of the elderly population, which can result prominent pension problems. Finally, learning from the oversea experience in the development of the social security system, combined with China national conditions and the social security status in Shanxi Province, we put forward exploratory solutions to problems arising in the development of the social security system.
