As the economic structure adjusts constantly,the current Chinese economy has shifted from high-speed development to high-quality development.the eyes of residents have expanded from focusing on the real economy to focusing on resources,environment,and welfare.In order to gather talents to better develop the local economy,various "new talents" have been launched in various places.The key development provinces and cities have high GDP,and there are many high-quality resources such as medical care,education and infrastructure,which will greatly improve the welfare level of residents.However,precisely in these areas,there are often a series of factors that reduce people's quality of life,such as large consumption inequality and high-intensity work.At this time,only using GDP to measure the living welfare of residents in the region will cause different degrees of distortion.This paper uses the 2013 micro survey data(CHIP)to measure the lifelong welfare level of rural and urban residents in different provinces and cities in China.The measurement factors cover five aspects of life expectancy,consumption,leisure,consumption inequality and leisure inequality.Based on the idea of welfare,this paper uses consumer equivalents to calculate the lifelong welfare factors of residents in different provinces and cities,and analyzes the intrinsic composition of factors.It mainly draws seven conclusions and answers three questions.The key conclusions are as follows:(1)Per capita GDP is a good measure of regional welfare level,and has a correlation with welfare,but only paying attention to the GDP will cause deviation of the welfare level.(2)Beijing's welfare level is far greater than most places,the welfare of the sampling provinces is less than 1/2 of that of Beijing.Except for the extremely high and extremely low provinces,the difference in welfare of most provinces is not large.(3)Among the sampling provinces,the average level of leisure provinces is 0.69,while the level of leisure in areas with higher economic levels is not necessarily high.(4)provinces with higher incomes,consumption inequality and government consumption levels tend to be higher,but developed provinces and counties The objective benefits brought about by high consumption and high income do exist.
