Research On China-ASEAN Environmental Impact Assessment Cooperation Mechanism

The ASEAN countries are important countries along the “Belt and Road” and are important partners of our country.Chinese enterprises face some social risks in the process of “going out” to participate in the “Belt and Road” construction,and environmental risks are on the one hand.In the development activities of transboundary rivers,environmental risks are embodied in the development and utilization activities carried out within a certain area,and the impacts often exceed the area,thus bringing about cross-border environmental impacts.If not handled well,it will not only affect the efficiency of development and utilization activities,but also bring about disputes between countries and countries.The environmental risk problem of cross-border river development is a hindrance for Chinese enterprises to “going out” to participate in the “Belt and Road” construction.In response to this problem,it is necessary to conduct research from the perspective of the environmental impact assessment cooperation mechanism and make recommendations for improving the cooperative mechanism.The full text is divided into five parts.The first part is to study the development status of the environmental impact assessment cooperation mechanism in China and the Mekong River Basin countries.From the perspectives of investment risk,the integrity of regional ecological environment and the externality of environmental pollution,the necessity of establishing the cooperation mechanism of China and ASEAN environmental impact assessment is analyzed.The second part introduces the environmental impact assessment system of China and the Mekong River Basin countries from the following aspects: First,the laws and regulations concerning the environmental impact assessment system,second,the object of environmental impact assessment,and third,the specific procedures of environmental impact assessment.It is the scope of environmental impact assessment.It also compares and analyzes the environmental impact assessment systems of China and the Mekong River Basin countries.Raise the challenges brought about by the differences in national environmental assessments to the establishment of China-ASEAN environmental impact assessment cooperation mechanism.The third part introduces and analyzes the EIA cooperation mechanism in North America and the Caspian Sea.Summarizing the enlightenment of establishing an EIA cooperation mechanism between China and ASEAN countries,such as signing an environmental impact assessment cooperation treaty,setting up an EIA cooperation committee,and establishing a cross-border EIA cooperation fund.The fourth part analyzes the feasibility of establishing an EIA cooperation mechanism between China and ASEAN countries.First,it analyzes the theoretical feasibility of establishing an EIA cooperation mechanism between China and ASEAN countries.Then,it analyzes the possibility of establishing the EIA cooperation mechanism between China and ASEAN countries.The fifth part is the proposal for the improvement of the EIA cooperation mechanism between China and ASEAN countries.First,it analyzes the current principles that need to be followed in establishing an environmental impact assessment cooperation mechanism,and then proposes specific and improved recommendations,mainly in terms of public participation,information disclosure,alternative program selection,and supervision mechanisms.
