Research On The Regulation Strategy Of Tailored Cabs Based On Holistic Governance

With the booming development of the sharing economy and the impetus of the"Internet+" model.The tailored cabs based on mobile Internet technology came into being.As a quasi-public goods,the tailored cabs have the characteristics of positive externalities and negative externalities.On the one hand,the efficiency and speed of its service greatly improve the travel experience of passengers,saving travel time and cost.On the other hand,tailored cabs also impacted the original market interest pattern,triggered the contradiction between the old and new formats,and its own market failure and negative externalities have become increasingly prominent,making the development of tailored cabs facing a dilemma.Although governments at all levels continue to take relevant measures to promote the development of this new thing,the scientific and rational nature of the regulatory approach has triggered criticism from the academic community.What are the bottlenecks in tailored cabs'regulation?How should the thought of tailored cabs'regulation be designed?This paper will follow the thread of discovering problems-analyzing problems-solving problems to build the full text.Firstly,this paper describes the rapid development of the tailored cabs and exposes many drawbacks,so as to clarify the problems studied in this paper and further clarify the purpose and significance of the research,and then,this paper introduces the holistic governance,analyzes its suitability and applicability with tailored cabs'regulation.Secondly,the paper analyzes the development of tailored cabs,including the rise and rapid development of the tailored cabs and the existing problems.Then it enumerates the relevant measures of the current tailored cabs'regulation in China,and points out that the fragmentation problem exists to provide a realistic basis for the following Strategy exploration.The paper describes the comparative study of tailored cabs regulatory methods of innovatively regulation such as US,absorbed regulation such as UK,and relaxed regulation such as Singapore regulated Singapore,and drawing on the experience outside the domain to the fcasibility China'tailored cabs regulation.Lastly,the writer put forward four ideas to improve the regulation strategy of Chinas'tailored cabs under the ideology of the concept of holistic governance.It is proposed to adhere rinciple of publ ic interest priority and moderate regulation;to integrate the functions of relevant entities,construct a multi-dimensional coordinated regulation system,to use multi-regulatory means to build a plat form for information sharing and exchange,and use credit tools,to carry out process reengineering,not to be allowed to enter and lightly supervise,but to conduct joint regulation and control over all proces.
